- FIBA Regulations apply (not NBA regulations), apart from changes listed below.
- All regulations or changes in regulations are made only after being agreed by the
college league secretary and the President of CUBbC.
1. Games
- Each game consists of two 20 minutes halves with 5 minutes break in between.
- One game is played against every other team in the division.
- Winner of the game receives 2 points, loser - 0 points, with 1 point for each team if the game is drawn. No extra time shall be played.
- At the end of the season, three bottom teams from the first division are relegated to the second division, and three top teams from the second division are promoted to the first. N.B. this may change depending on the number of teams in the league next season.
- If 2 or more teams have the same number of points (in the league table), then they are sorted by the "For - Against" difference. The College League Secretary has responsibility for the decision, if further complications arise.
- Games start at 10 minutes past the hour, and must finish within the hour (for example, if the game is scheduled for 16:00-17:00, then ideally game starts on 16:10 and game must finish before 17:00). The proctor must make sure the final whistle is blown before the hour, no matter how much of the game remains. From the start of the next hour, next team has the right to warm up immediately on the court for the next scheduled game. The time shall be adjudged using the clock at Kelsey Kerridge, although personal watches can be used for convenience, if the times correspond.
- For the last two minutes of the game, the clock shall be stopped every time the ball is dead, and restarted as the ball becomes alive again. However, the game must still finish before the end of the hour, and therefore the remaining time shall be adjusted accordingly.
- Each team is allowed to take 2 timeouts each half. A timeout shall last no more than 30 seconds.
- Fouls are counted against the team; an individual's fouls do not accrue against them personally. From the eighth team foul onwards, the opposing team is awarded two free-throws, and from the thirteenth team foul, two free throws and possession. Fouls are reset to zero at half time.
- When the jump-ball situation arises in the game, a jump-ball shall be used to continue the game, and not the alternating position rule. Although if it was agreed by two captains before the game, alternating position may be used throughout the game, with referees' and proctor's permission.
- In all cases, proctor's decisions are final.
- It is the proctor's responsibility to notify the college league secretary of the result immediately after the game.
2. Teams and Players
- All college teams must pay the entry fee before the end of Michaelmas Term. If a college fails to pay by the date requested by the College League Secretary they will be suspended from the league the following season.
- No players are allowed to play for more than one team. If it is found that a player has been playing in more than one team the consequence will be either a suspension for the player or, if deemed a serious violation by the committee, disqualification of a team from the league.
- No more than ten players are allowed to play in one game, and at any time, there must not be more than 5 players on the bench. If asked by the proctor, the team must make clear which are the players and non-players of the team. To avoid confusion, the opposing team may ask for, with permission of the proctor and referees, non-players to separate from the players while watching (but not including the coach).
- All players must be members or alumni of the University. All alumni must be from the corresponding college.
- Only two alumni are allowed on the court at any time for one team, including the players on the bench.
- No more than two players, including the bench, shall be players from a different college (except joint teams).
- The team can consist of players from no more than two colleges (in case of a joint team - 2+1 colleges).
- Teams who finished in the bottom half of the league will be offered the more experienced players from a pool of players willing to play in the league who are affiliated to the university but do not have a college (that has entered a team).
- Teams which have failed to present at least 5 players by 10 minutes past the hour will forfeit the game, subject to condition that the opposing team has met this requirement. A forfeited game is recorded as a 0:25 loss. If no players of the forfeiting team are present at 10 minutes past the hour (and no advance notification is given to the league secretary), then a violation is registered and 1 point is deducted from the total number of points of the team.
- The team must present one official from the team whenever asked by the college league secretary. Teams asked to present an official will usually be the teams who played in the game before or are due to play in the game after that for which officials are required, and one member of the university basketball club must also show up as an official. The responsibilities of the officials, ideally two referees and one table official to keep score and time, shall be decided between the three officials present. Failure to provide an official will result in reduction of 1 point from the table for the team responsible. Continuous failure may result in disqualification, the obligation to provide an official is a condition on which a college enters a team into the league.
- It is the opposing team's responsibility to notify the college league secretary, of any violations of the rules and regulations of the game. This requires confirmation by the proctor before any action is taken by the secretary.
3. Cuppers
- The top 8 teams from each division qualify for cuppers. The matches are decided by a draw which will be scheduled at a convenient time.
- If a cuppers game finishes in a draw, an extra period shall be played with a jump ball, and the first team to score a basket will be the winner of the game. The President of CUBbC has responsibility for the decision, if further complications arise.
